In January 2026, a federal judge sentenced Machinist’s Mate Second Class Jinchao “Patrick” Wei to 16 years in prison for espionage. He gathered and sent national defense information to a People’s Republic of China military intelligence officer in exchange for $12,000. A similarly motivated espionage case occurred in the US Navy in 2004.
Wei was contacted in February 2022 digitally by a People’s Republic of China (PRC) military intelligence officer who was posing as a naval enthusiast. Wei sent his handler photos and videos of USS ESSEX (LHD 2), as well as export controlled manuals and other technical information.
Beyond a financial motive, Wei’s handler appears to have expertly manipulated his emotions, with Wei commenting in a letter to the judge at his sentencing that he had considered his handler a friend and “introversion and loneliness” clouded his judgement.
Some aspects of the Wei case, and other recent cases like it, have no precedent in US Navy counterintelligence history. The most compelling aspect of the Wei case is that it was all digital – Wei never met his handler in person. However Wei’s financial motivation and recruitment-in-place somewhat mirrors the 2004 Gregg Bergersen case, with a twist. While Bergersen, who was also recruited-in-place, was motivated by the prospects of a job after leaving the US Navy, he was unaware that he was actually supplying information to PRC military intelligence. Wei, on the other hand, was fully aware that the user that had contacted him was PRC military intelligence. Yet he supplied information anyway for relatively little money.
It seems the primary compensation Wei received was the fraternal relationship between himself and the PRC handler. Wei went so far as to call his handler “Big Brother Andy”. The Wei case is of note in the context of the “loneliness epidemic” that researchers have been referring to in the past few years. It raises the question if this epidemic poses a potential security risk to the Navy. Will certain sailors, isolated at sea for months, sell secrets to foreign intelligence willing to be their friend?
The US Surgeon General declared loneliness and social isolation to be a public health epidemic in May 2023 noting, “While the highest rates of social isolation are found among older adults,young adults [the primary demographic of enlisted personnel] are almost twice as likely to report feeling lonely than those over 65”. Furthermore, the same study found that a socially connected society will see a reduction in crime suggesting that a connected society is less prone to anti-social behavior in general from car jacking to espionage. Since developed societies are increasingly disconnected, social disconnection may be a new avenue for adversarial or hostile intelligence agencies or actors to gain access to classified material.
Another case that appears to have its roots in social disconnection is that of Airman First Class Jack Teixeira, who served with the Massachusetts Air National Guard and between 2022-23 leaked classified information on his Discord server. Teixeira did not leak information to a foreign adversary like Wei did, instead he leaked information to specific individuals he was in contact with to cement his leadership over the other, juvenile, members of the server which he ran “like a tightknit family.” It was reported by family members that offline he struggled to make friends and was a quiet person, specifically noting that his online social circle was stronger than his actual social circle. The other users in the Discord server had no known connection to any foreign intelligence agency.
